| Description/Context: | A stand alone editorial cartoon featuring a muscular tattered Hurricane Frederic Victims representative, flexing his muscle ‘the will to rebuild’ while holding a plan for a beach setback line. This is in reference to beach setback lines established by the Florida Department of Natural Resources after the devastation of Hurricane Eloise in 1975, and the widespread criticism over too many variances granted for seaward construction since the setback line program adoption, now being revisited by Frederic rebuilding. |
