Description/Context:	A stand alone editorial cartoon featuring two men chatting; one, the Florida Legislature, is looking at proposed local bills, while the other says ‘Why run to Tallahassee seeking solutions? Let’s have a crack at him here on the homefront’ and pointing to a giant fighter ‘Escambia Problems.’ Solutions to city and county government issues in Florida usually resulted in requests to the Florida Legislature to enact ‘local bills’ – pieces of state legislation that create policy that only applies to one city or county, instead of enacting local ordinances.
