Description/Context: A stand alone editorial cartoon noting a politician being haunted by the ghost of ‘Escambia’s Need For A Streamlined Government’ while the hesitant and nervous politician argues ‘but it changes things!’ – an allusion to the ‘establishment’ politicians stonewalling any changes or progress in government. Note that the original cartoon is shown, but was later reused by pasting “Escambia’s Need for Regional Planning” over the original “… Streamlined Government” caption.
